ABOUT FELICIA WOODRUFF

Ms. Woodruff has an extensive background working with public and private agencies to promote environmental transportation programs. Her strength is in understanding key client needs to best design communications strategies to meet project goals. Ms. Woodruff has served the Richmond, Va. region as a marketing representative and an executive director at the regional RideFinders program and as a director at Greater Richmond Transit Company (GRTC) Transit System.

Her accomplishments include building a large, business-based volunteer network in support of the Clean Air-Ozone Action Days summer months by working closely with the Virginia Department of Environmental Quality. Ms. Woodruff worked with key DEQ staff in hosting media events and preparing program news releases. Her work also included meeting local government transportation-based public outreach needs and promoting new transit service lines.

In addition, she has served multiple state agencies in various communications roles. Her experience includes:

  • Conducting key stakeholder outreach

  • Preparing project creative briefs, news releases, brochures, annual report framework, social media schedules, virtual outreach and training activities, and onsite promotions

  • Securing public and private sector project support

  • Media relations, including on air media interviews and national program presentations

Ms. Woodruff also worked for Pulsar Advertising as stakeholder outreach lead on the Amtrak Virginia and the Hampton Roads Transit Vision projects. She earned her bachelor’s degree from the University of Georgia in political science and a minor in geology. She also holds a graduate level Non-Profit Management certificate from Virginia Commonwealth University. Felicia is a Certified Public Manager.
